Bill Stulb was promoted to President and Chief Operating Officer (COO) on August 1, 2013, one year after joining Spectrum as Executive Vice President and COO. Bill exercises overall leadership and management responsibility for the company’s operating divisions and corporate staff.
Bill brings a wealth of leadership and management experience with him to Spectrum. As a Surface Warfare Officer and Nuclear Propulsion Engineer in the U.S. Navy, he served on three combatant ships before transferring to the reserve force, where he gained major staff experience. He retired as a Captain (O-6). His prior business experience includes retail, manufacturing, and government contracting where he enjoyed success in positions of expanding scope and responsibility in operations, human resources, program management, finance and mergers & acquisitions. Bill has over 14 years in executive leadership roles as president for a manufacturing company and as chief financial officer for a large shipyard/industrial services company.
Bill is a graduate of the U.S. Naval Academy and holds an MBA from The College of William & Mary’s Mason School of Business. He is active in the community, serving on the Board of Directors for the YMCA of South Hampton Roads.
